Millerstown Borough Council Meeting Minutes January 8, 2024 Those in attendance: President Rob Shipp, Vice President Kevin Hertzler, Council members Rich Fegley, Tim Ritzman and Donna Showers. Secretary Karen Knellinger, Plant Manager Dave Stroup and Operator Jared Wagner, HRG engineers Justin Medinsky and Isaac Underhill, Solicitor Bill Dissinger. President Shipp called the meeting to order at 7:25 pm. Public and Private Concerns MCSI representative Mike Hartley explained the feasibility study for the bike path improvements project. The proposal for the design will be awarded soon and will be presented in April for Council to adopt the final plan at the May meeting. The minutes from the last regular meeting were previously emailed and reviewed. Vice President Hertzler made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Fegley made a motion to approve the minutes as presented. Vice President Hertzler seconded the motion. Approval was unanimous. Street Committee Report One complaint was received from the recent snowstorm plowing did not occur quickly enough. There were no issues on Iron Mt. and the hubs worked on the dump truck for now. Dave requested the brush pick up be suspended while the salt spreaders are on the trucks, from November to March. Council agreed and it will be sent out in the next info flyer and advertised on the website. Sewer Committee Dave advises Kappe will be sending a collar for $1,500 to repair the gearbox in Basin 2 along with the worm gear and bearings. Jared spot welded it for now so it will not slip through the keyway. Basin 1 bracket needs to be repaired but the flows need to be down. Water Committee Report A resident on North High has a high amount of sediment in their water even though they have several filters. No other neighbors are having issues and Dave suggests digging the curbstop and making sure it is the residence issue although this cannot be done until if it is too wet or frozen. The DEP mandate of service line inventory research continues. Dave went to the County and they have no records of materials used recorded. Finance Committee Report HRG submitted a grant application to CFA for a sewer main replacement project. $425,986 was awarded with a 15% match of $64,000 from the Municipal Authority. More CCTV work will need to be done as well as decisions on slip lining or digging up lines. Secretary Knellinger advised the Project Account should be moved to an interest bearing account with JVB. Councilmember Fegley made a motion to approve the change in the account. Councilmember Ritzman seconded the motion. Approval was unanimous. Solid Waste Committee Report CCD advises of an issue with excessive trash and large furniture items over the holiday. Secretary Knellinger sent a letter to the owner advising of the trash ordinance and the policy for proper removal. Engineer’s Report Justin advised he has been working with Solicitor Dissinger on the SALDO. He congratulated Council on the CFA award and they will be assisting on the project. Zoning Permit Zoning officer Reilly advising he approved an ornamental sign for 209 Poplar Street. New signs were erected at the old medical center without permits, however, they are the same size as what was there and they are considered replacements. Mayor’s Report Absent Solicitor’s Report Solicitor Dissinger presented the Moore Subdivision Plan agreements for two easements and right of ways for water lines. Vice President Hertzler made a motion to approve the agreements as presented. Councilmember Fegley seconded the motion. Approval was unanimous. Solicitor Dissinger advised Council will be the last to sign at the next meeting. The Solicitor will have the SALDO ready to be presented a the next meeting. The junk ordinance is continued. Old Business PSP has been writing warnings to illegally parked vehicles on South Market Street. New Business The Picture Perry plan was reviewed. DEP is offering free radon test kits. Councilmember Fegley made a motion to adjourn. Vice President Hertzler seconded the motion. Approval was unanimous. The next meeting will be held on Monday, February 5th at 7pm.
